Did GMA Commit A ‘Culpable Violation of the Constitution’?
The 14-member Supreme Court sat as a full bench for the third time today on the constitutionality of the Bangsamoro ancestral domain agreement.
First reports coming in, based on points made by several justices, are pointing to the possibility of the MoA-AD not only being declared illegal, but of President Arroyo being cited for culpable violation of the Constitution or “grave abuse of discretion.”
The 1-year period from the last time an impeachment case was filed against Mrs. Arroyo lapses in October.
Solicitor General Agnes Devanadera used today’s en banc session of the high court to reveal that Malacang would no longer sign the MoA-AD “in any form,” an announcement which Chief Justicre Reynato Puno was a 180-degree turn from the administration’s earlier statement it would renegotiate the agreement. Now Devanadera admitted the vsituation is “back to square one.”
