Gloria’s Satisfaction Rating Dips 14 Months Before The Elections

Yet more Filipinos are unhappy with how Gloria Macapagal Arroyo is doing her job with 14 months left in her term as de jure President (by right; according to law).

According to the authoritative opinion survey firm Social Weather Stations (SWS) Mrs. Arroyo’s ‘net satisfaction rating has plummeted to negative 32.

NotabLy public support for her slid among the poorest Filipinos in economic classes D and E sliding, particularly in the Visayas and Mindanao provinces, based on the survey sampling of 1,200 respondents.


GMA’s rating actually registered an uptick among well off Filipinos in classes A and B, along with the C middle class, but only by 1 percentage point.

The release of the survey results comes just as the Arroyo administration has enacted a PhP 1.4-trillion national budget with 330-billion being put together from the contributions of the private sector and government financial agencies and the pension institutions GSIS and SSS.

Mrs. Arroyo has been prodding government agencies to offer temporary summer jobs for workers who’ve been laid off while the Philippine Overseas Employment Administration is making small business training courses for displaced overseas Filipino workers before giving them interest free loans of PhP 50,000 each.

A sore point among private sector members of the Social Security System is that 12.5B of their pension funds are being ‘invested’ in the government economic stimulus fund but the SSS led by former NEDA chief Romulo Neri has decreed that employees who lost their jobs in the face of the global recession cannot get new salary loans from their own pension fund.

Serving as backdrop to these elements is next year’s elections with the Commission on Elect ions set to spend PhP 11.3-billion to set up an automated election system.

Civil society activists have their eyes focus on which among local and foreign bidders will be awarded the huge contract with the first ever nationwide use of shaded ballots to be counted and canvassed using optical mark reading  (OMR) technology where the ballots are scanned and their dispatched electronically to municipal-level tabulating centers.

elections-montageThe new system will do away with the precinct level vote counting Filipinos have long practiced with the municipal canvassing results planned to be transmitted to the COMELEC National Canvassing Central in Manila.

Elections officials say the system will be “fool-proof” with the election results known within 24 hours, even in the notorious dagdag-bawas prone provinces in vote-rich Mindanao.

The manner this final political exercise under GMA’s watch will be conducted will spell either the redemption of public faith in the outgoing lady president or lasting public disgust for her nearly decade-long reign.
